The Consortium of Universities of the Washington Metropolitan Area is pleased to announce that Chief Kenneth Scott will join as Director of Public Safety Programs, effective August 31, 2026. He will succeed Leroy “Lee” James, who will be retiring later this year after nearly three decades of service across Consortium member institutions and the U.S. Air Force.
Chief Scott will oversee the Consortium’s numerous safety programs (including the signature Campus Public Safety Institute) which bring together colleges, universities, and select non-profits across the Washington metropolitan region to strengthen preparedness, share best practices, coordinate training, and foster collaboration among public safety partners.
He brings more than 35 years of leadership experience in public safety, law enforcement, emergency management, and security across higher education, municipal government, healthcare, federal institutions, and major event venues. A veteran of the United States Marine Corps, Chief Scott began his public safety career with the Prince George’s County Police Department and served as Chief of Public Safety for the Mercedes-Benz Superdome in New Orleans, overseeing security and emergency management operations for major sporting events, concerts, and venues hosting more than 70,000 attendees.
Most recently, Chief Scott was the Director of Campus Safety at Kalamazoo College, where he oversaw campus safety operations, emergency preparedness, community engagement, and strategic security initiatives.
A certified police instructor with specialized SWAT and National Incident Management System (NIMS) training, Chief Scott has developed public safety personnel, led large-scale operations, and strengthened organizational preparedness.
